This tunnel carried the mill race for Norton Water Mill underneath the Clarence Railway embankment  that was built in the early 1830s. The modern railway still passes above.
The mill itself stood about 500m South, now underneath the A19.
Brilliant photos… I lived in Roseberry Rd (Norton) from 1947 to 1965). Mill House was nearby. I walked with a friend down Mill Lane (Norton) many times. This was before the road was built from Billingham, over the A19 towards St Mary’s church. I remember my late sister Janet saying she used to visit the old lady at the old Mill building during the 50’s and early 60’s. I also remember bad weather put paid to a street party on Coronation day in 1953 and we had the party in Mill House instead. My memory may be playing tricks on me but I’m fairly certain I’m right. My name was then Marilyn (now known as Mandy) nee Miller.
I wondered what that was, I thought it was for farm animals to pass through.
